新北市107學年度「模擬聯合國會議」課程計畫
壹、 活動依據
一、教育部中小學國際教育白皮書
貳、緣起
二十一世紀是全球化時代,地球村觀念興起,我們的社會正加速朝國際化與文化多元化發展,全球化所帶來的文化衝擊不斷增加其密度與強度。面對各種國際接觸的場合,國人如何看待自己的國家與文化傳統,如何看待外國人及他們的文化,都是需要學習的課題。一個國家國際化、全球化程度愈高,國民就愈需要具備國際素養,方能迎接全球化挑戰。
參、 目的
一、響應十二年國教「適性揚才」之目的,提供本市學生多元思考面向與國際觀。
二、 闡揚「國際教育」之目標,提升本市教育相關人員之國際視野與和核心價值。
三、辦理模擬聯合國會議,強化具有性別敏感度之青(少)年領導力,拓展「世界公
民課程」的發展深度,以培養國際領導、審慎思考解決方案、發展中學生與國際
時事和情勢接軌的能力。
四、 展現學生對世界議題的敏銳度、思考能力、口語表達能力,在磋商議題想法過程
中,了解他人看法並向他人表達自我看法,增進學生國際觀。

捌、實施方式
一、各校成立模聯會議相關社團或安排活動課程,進行各項培訓課程。
二、利用課餘時間(中午、放學後、假日)進行活動,依各校實際課程安排而定。
三、除由各校進行培訓課程外,教育局辦理教師增能工作坊及主席團培訓。
四、本市參與學校應於107年8月28日(星期二)前,提出計畫申請表(附件1)及
計畫課程表(附件2)正本核章後,郵寄至教育局新住民文教輔導科劉耿銘輔導
員收,另於108年1月25日(星期五)前,將計畫成果表(附件3)上傳至新北
市國際教育資源網。

一、透過模擬聯合國會議,強化青(少)年領導力。
二、 透過模擬聯合國會議協商機制,讓學生體認國際間不同立場所產生的衝突與合
作,培養國際視野與國際思維。
三、 增進學生跨文化的溝通能力及了解不同文化背景會有不同的思考邏輯。

拾壹、經費
本案所需經費由新北市政府教育局推動國際教育專款項下支應,107學年度第一學
期參與高中為17所、國中7所、國小6所,合計30所。107學年度第一學期除總召學
校外,國小及國中每校撥款35,000元,高中每校撥款40,000元。
拾貳、獎勵
依據「公立高級中等以下學校校長成績考核辦法」、「公立高級中等以下學校教師成績考
核辦法」以及「新北市政府所屬各級學校及幼兒園辦理教師敘獎處理原則」附表第4項第2款;
各級總召學校主辦人員1人記功1次,協辦人員1人嘉獎2次,其餘人員3人各嘉獎1次;辦
理學校之主辦人員1人嘉獎2次,餘協辦3人各嘉獎1次。
